UPDD Daemon program causing excessive CPU usage

Some customers, thus far only Windows, reported that in a multi-monitor system, there could be a system performance issue with UPDD installed.

This caused the mouse movement to be delayed / erratic and became worst the more monitors were connected to the system.

The UPDD Deamon process checks for changes in the monitor configuration every second and in most cases this check takes micro-seconds but is some systems, likely due to specific video drivers, this check can take a second, such that this check runs almost continuously.

For systems that have a fixed monitor configuration, this period check is not needed in practice,  as it is in place as a fail-safe.

This being the case, in UPDD 6.0.758 we have introduced a global (nodevice) setting 

periodic_monitor_watcher

that can be set to y (enabled) or n (disabled). e.g.

upddutils nodevice set periodic_monitor_watcher n

For UPDD v6 the default is enabled. For UPDD V7 the default is disabled.
