Touch function delay if explorer.exe not running

If explore.exe is not running as the Windows shell (desktop) program there can be a 2 minute delay before native touch features/gestures work.

In this instance the touch component in Windows (wisptis.exe) is waiting for a shell ready notification.

To invoke wisptis.exe to run you have to fire a 'Shell Ready' event and set the registry entry:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System] 
"DelayedDesktopSwitchTimeout"=dword:00000000
